NOM-051-SCFI/SSA1-2010 establishes three phases for the labeling of prepackaged foods and non-alcoholic beverages in Mexico:
• Phase 1: It started on October 1, 2020, and lasted until September 30, 2023.
• Phase 2: It began on October 1, 2023, and will last until September 30, 2025.
• Phase 3: Starts on October 1, 2025.
In each phase, the seals are evaluated according to the following criteria:
• Phase 1
The seals corresponding to the critical nutrients that are added are analyzed.
• Phase 2
The same criteria are used as in phase 1, but only a portion of the stamps are evaluated.
• Phase 3
The five seals are evaluated using the same values as in Phase 2.
NOM-051 establishes that products must include a front labeling system in the upper right corner. This labeling includes:
• Warning seals in black octagons
• Cautionary legends
• Five warning seals that indicate when a product contains excess nutrients
COFEPRIS, the Ministry of Economy, and the Ministry of Health are the institutions that monitor compliance with NOM-051
